Some National Perspective on the Ten-Year Plan

Knoxville's Ten-Year Plan to End Chronic Homelessness may be making fewer headlines recently than in months past, but the controversies about the program are sure to resurface as the 2011 mayoral campaign gets under way. Proponents of the Permanent Supportive Housing portion of the plan have touted the success of similar efforts elsewhere. And here's an interesting op-ed piece in The New York Times backing up those claims. Author David Bornstein cites experiences in New York, New Orleans, and elsewhere, and says, "The big story with street homelessness is that when cities make a concerted effort to reduce it, they succeed."
